Bihar Chief Minister and JD(U) supremo Nitish Kumar has been facing flak for his “vulgar” and “derogatory” language to explain the role of education and women in population control in his address on Tuesday in Bihar Assembly.

Nitish Kumar’s bizarre remarks, which was almost a graphic description, underlined the need for girl’s education to check population growth.

What did Nitish Kumar say?

Nitish Kumar said according to a report last year, the fertility rate which was earlier at 4.3 per cent, has now dropped to 2.9 per cent.

The Bihar CM claimed that if a girl is matriculate, the fertility rate on an average comes down to two per cent, and if she has completed school education, it further falls to 1.7 per cent nationally.

He further mentioned that the literacy rate has increased from 61 per cent in the 2011 census to over 79 per cent.

His remarks on population control in the state drew criticism from women legislators.

But, Nitish Kumar's comments drew smiles of Bihar legislators, including his deputy Tejashwi Yadav seated right behind him.

Talking to media outside the Assembly, Tejashwi Yadav said: "The statement of CM Nitish Kumar was regarding sex education. People are hesitant whenever the topic of sex education is discussed. This is now taught in schools. Science and biology are taught in schools. Children learn it. He said what should be done practically to stop the increase in population."

"This should not be taken in a wrong manner. It should be taken as a sex education," the Bihar Deputy CM said.

Nitish Kumar faces criticism

Meanwhile, several women MLAs appeared uncomfortable with Nitish Kumar's "sex education".

BJP MLA Gayatri Devi said, "The Chief Minister has crossed the age of 70 years and has made nonsensical remarks. He used a word that we cannot utter at all. All of us women will protest against this."

Bihar BJP slammed Nitish Kumar for his remarks and said: "Nobody has ever seen an obscene leader like Nitish Kumar in the Indian politics. It seems that Nitish's mind is infested with the desires of "B" grade adult films. There should be a public ban on his double-meaning dialogues. It seems he is influenced by his company!"

Bihar Congress leader Pratima Das said the Chief Minister should exercise restraint in certain matters. “Our society prohibits from saying certain things in public,” she added.
