Delhi Lieutenant Governor V. K. Saxena has asked the police to keep a digital record of all businesses and people who buy or sell ammonium nitrate above a fixed limit. He gave these instructions a few days after a blast near the Red Fort killed 15 people. The orders were sent on November 19 to the police commissioner and the chief secretary. They are part of several safety and prevention steps suggested by the LG.

Saxena told the police to create an online system where details of ammonium nitrate buyers and sellers are stored. This should include their photographs and other important information.

The police have also been asked to hold meetings with major social media companies like Meta and X. The aim is to find better ways to track harmful or radical content that could influence or mislead people.

“The police commissioner has also been asked to strengthen human and technical intelligence with a focus on vulnerable areas prone to radicalisation. Community outreach and citizen engagement should also be enhanced for more robust preventive policing,” a Raj Niwas official said, citing the communications.

Saxena has also told the police to carry out a strict security check of crowded markets and ISBTs. This audit will review how well CCTV cameras are placed and whether enough security staff are present.

The administration has been asked to build a central database that keeps records of all doctors and medical staff working in hospitals, especially private ones. This database will include details about their medical qualifications.

Authorities have also been told to meet with digital platforms and companies involved in buying and selling vehicles, especially used ones. They must ensure that no vehicle is allowed on the road if the person driving it is not the registered owner. This issue is common with autorickshaws, where the permit holder and the real owner are often different, the official said.

The blast on November 10, carried out by a “suicide bomber”, happened soon after police exposed an interstate “white-collar” terror group and recovered a large amount of explosives, mainly from Faridabad in Haryana.
