Pakistan 5G Network: Major preparations are underway for the 5G network in Pakistan which is scheduled to launch in early 2026. Pakistan’s Ministry of Information Technology has sent the rules for granting licenses to Mobile Virtual Network Operators (MVNOs) to the Cabinet for final approval. This will allow new companies to launch mobile services without building their own networks. Officials say this step is an essential part of preparing for the 5G service, which is expected to launch next year. Let’s understand how the relaxation in this rule by the Pakistani government will benefit telecom companies there.

What decision has been taken in Pakistan?

A Pro Pakistan report ( Ref. ) states that MVNOs are companies that do not build their own physical networks (such as towers and spectrum). They lease networks from existing mobile operators (such as Ufone and Jazz). This means that when 5G services launch in Pakistan in 2026, these companies will not build their own towers but will rent others’ towers and provide services to the public.

License fees have been reduced

The Ministry of Law has also completed the legal scrutiny of these rules and approved them. The most significant feature of the new policy is the significant reduction in the MVNO license fee, which was previously $5 million, but now stands at just $140,000. This will allow even small companies to easily enter the telecommunications sector. Officials believe this will increase investment in the market and provide better services to the public.

License period has also been extended

The license term has been extended to 15 years to provide investors with long-term security and allow them to operate without worry. MVNO companies will be able to lease network capacity from existing mobile operators, but all commercial agreements will be valid only after approval from the Pakistan Telecom Authority. MVNOs will be able to operate their own brand, marketing, and customer service, but will use the networks of existing companies.

Pakistan faces delay in 5G launch

5G has not yet been commercially launched in Pakistan. Several announcements have suggested it will arrive as early as 2025, such as in September when Minister Shaja Fatima announced an early launch in seven cities, and in November when the IT Minister said 5G services would begin soon. However, according to the latest updates, the 5G spectrum auction has been delayed. It is now planned to launch in early 2026. Some testing and trials are underway, but a full launch has not occurred.
