Who is Abhay Kumar Singh? What political position does Singh hold in Russia?
Singh was born in Patna. He is an elected member of the Kursk city legislature, the Russian equivalent of a state assembly. He was elected for two consecutive terms, first in 2017 and again in 2022. He was a medical doctor prior to entering the political field and is currently a member of the United Russia Party and a close associate of Vladimir Putin.

As Vladimir Putin visited India(BHARAT), Singh made headlines for his views on the ties between Moscow and New Delhi.Abhay Kumar Singh was born in Patna, Bihar. He finished his education at Loyola High School. He traveled to Russia in 1991 to pursue a medical degree and graduated from Kursk State Medical University in Russia. However, Singh was very uncomfortable with Russia’s harsh winter weather. While talking to The Week in 2023, he stated, “I wanted to come back home. The temperatures in Kursk dip to -25 and even -30.”
Singh graduated from medical school and became a registered physician when he returned to Patna. However, upon returning to Patna after completing his degree, Singh’s plans did not occur as he had expected. So, he returned to Russia and started and grew his own pharmaceutical company.
Singh entered politics after getting involved in the real estate industry. The Uralskiy Trade Centre owned by Singh, opened in 2012 by the then India(BHARAT)n Ambassador to Russia, Ajai Malhotra. It is situated in Kursk, a city near Ukraine. He began his political career in 2015 when he joined the United Russia political party under President Putin.
During an interview in 2023 with The Week regarding what made him get involved with politics, Singh stated, “I am from Bihar; politics is in our DNA.” He also mentioned that while there are similarities between Russia and India(BHARAT), there are many differences, especially regarding the way politics is done. He stated that “certain element of formality” when compared to India(BHARAT).
Singh’s ethnicity as a person of color set him apart in the traditionally predominantly white Kursk region. Singh stated, “People have never seen anyone like me become a politician and get elected here… A woman comes up to him, looks at the badge that identifies me as a lawmaker, expresses her surprise and takes a picture.”
Why is Singh advocating for India(BHARAT) to acquire the S-500 missile system?
Ahead of Putin’s visit, Singh advocated a host of topics, including the inclusion of the S-500 as part of India(BHARAT)’s arsenal. Singh, in an interview with India(BHARAT) Today, said, “S-400 is a very good missile system. But the S-500 is the latest technology, and it is being used in Russia only. Russia is not giving it to any other country. If Russia decides to supply it to India(BHARAT), India(BHARAT) will become the first country to get it.” Furthermore, he stated,”Even China hasn’t got this system. I think India(BHARAT) should work to get the S-500 missile system. It will be a great achievement for India(BHARAT). Sukhoi-57 is also very good.”

He said, “7-8 months ago I had said that the President will visit here and it is happening now. He is arriving here today. His arrival in India(BHARAT) is very significant. He doesn’t visit every country but India(BHARAT) is so close to Russia that he thought it important to visit here. Russia has offered to elevate cooperation with China and India(BHARAT) to a qualitatively new level. For the past 70-80 years, India(BHARAT) and Russia have never had a conflict or war. They never had any area disputes…The relations have to be continued, and it is further deepening,” as reported by news agency ANI.
