The Uttar Pradesh Transport Department on Tuesday announced big relief for vehicle owners by cancelling all non-tax e-challans issued between 2017 and 2021. These cancelled challans will now appear on the transport portal under two categories: “disposed-abated” (for cases that were pending in court) and “closed-time bar” (for cases pending in offices where the time limit has expired).
Transport Commissioner Brajesh Narayan Singh said the step is both legally correct and people-friendly. “This decision is within the legal framework and reflects transparent governance. Our aim is to give citizens smooth, safe, and respectful services. All officers and staff must ensure 100 per cent compliance within the given timeline,” he said.
With this move, all problems linked to such challans like renewing fitness certificates, getting permits, transferring vehicles, or applying for High Security Registration Plates (HSRP) will be cleared automatically. However, challans related to tax payments are not included in this relief.
Which challans will be waived?
The Transport Department said that between 2017 and 2021, a total of 30,52,090 e-challans were issued. Out of these, 17,59,077 have already been cleared, while 12,93,013 were still pending.
Now, all the pending challans that were stuck in court cases or had crossed the time limit at the office level will be closed by the department. Once these challans are waived, vehicle owners will face no hurdles in getting services like fitness certificate renewal, permits, vehicle transfer, or High-Security Registration Plates (HSRP).
However, challans related to tax will not be waived under this relief scheme.
The Transport Department has said the entire process will be finished within 30 days. After that, vehicle owners can check the status of their challans on the online portal.
Officials clarified that this step only means closure of the old challans, no refunds will be given, and the old challans will not be reopened.
Between 2017 and 2021, a total of 30.52 lakh challans were issued. Out of these, 17.59 lakh have already been settled, while 12.93 lakh are still pending — including 10.84 lakh in court and 1.29 lakh at the office level. Under the new initiative, all pending challans will be cleared digitally within the set time limit.
The order also specifies that only challans pending in court up to December 31, 2021, will be written off.
The government said this decision aims to follow the law while reducing unnecessary trouble for citizens, ensuring faster services, and keeping the whole process fully transparent.
