Saudi Arabia has decided to make Hajj transport rules stricter to ensure safer and smoother travel for millions of pilgrims. The Royal Commission for Makkah and the Holy Sites has issued draft rules that clearly explain how transport companies must operate during Hajj. These rules also list penalties for those who break the law and set technical and operational standards to avoid chaos during pilgrim movement.
New rules and penalties for Hajj transport operators
Under the proposed regulations, any transport provider that violates the rules can face strict action, including:
- Fines between SR150 and SR100,000 (Rs 2,420,000), depending on how serious the violation is
- Suspension from Hajj operations for one to three seasons in case of major violations
- Permanent cancellation of licences for the most serious offences
The rules clearly state that no individual or company is allowed to provide Hajj transport services without a valid permit. All operators must first get approval from the Pilgrim Transportation Guidance Centre before operating in designated Hajj areas.
Application process and deadlines for Hajj transport providers
Transport companies that want to take part in Hajj transportation must apply in advance and share key details about their services.
Each application must include:
- A clear statement showing interest in providing Hajj transport
- The number of buses available
- Technical and operational details to prove the service is ready to operate

Transport service providers must follow these rules:
- Quick replacement if a bus breaks down: If a vehicle stops working, the operator must arrange an alternative bus immediately. Within cities and nearby areas: within 1 hour and outside cities: within 2 hours
- Costs to be borne by the operator: If the provider fails to arrange a replacement on time, the authorities will step in and provide another vehicle that meets approved standards. In such cases, all costs will be recovered from the service provider.
- Technical support readiness: Operators must ensure they have enough trained technicians available at all times to repair and maintain buses, so services continue smoothly throughout the Hajj season.
