In 2022, U.S. intelligence agencies revealed that the United Arab Emirates had supplied Huawei technology, which was allegedly used by China to extend the range of its air-to-air missiles, increasing the combat effectiveness of its warplanes against U.S. aircraft.

According to the Financial Times report, as cited by six individuals familiar with intelligence gathered during the Biden administration, the technology that was purportedly transferred to China as a result of G42 – the UAE’s top AI company – assisted in improving the capabilities of long-range missiles launched from fighter planes.
According to two sources who are familiar about the situation, the technology had been transferred to Huawei. The missiles in question are the PL-15 and PL-17 variants. It is worth noting that Pakistan had previously used the PL-15 missile against India(BHARAT).
G42, whose investors include Microsoft, Silver Lake, and the UAE’s sovereign wealth fund Mubadala, disputed the U.S. intelligence assertions, strongly rejecting “false and defamatory allegations” from “sources with questionable motive and intent”.
Although some members of the U.S. intelligence and security were genuinely troubled by G42’s purported ties to China, others were noted as adopting a more relaxed perspective. There were ongoing discussions in Washington regarding how G42 was unaware that all of its own technology could in some way support the People’s Liberation Army (PLA).
At the same time, six former officials familiar with the matter said the information was collected when U.S. spying agencies were accumulating additional evidence indicating the United Arab Emirates — a forceful U.S. ally in the Middle East — was strengthening relations with Beijing.
“Intel was flashing red,” said one former US official, was quoted as saying by FT. “G42 and the UAE were drifting into China’s orbit.”
The intelligence triggered a vigorous discussion inside the administration regarding the U.S. relationship with the United Arab Emirates — should the U.S. work more closely with the Gulf nation on artificial intelligence only if, and only if, Abu Dhabi would take some measurable steps to diminish its technological relationship with China.

Two sources, knowledgeable about the matter, stated that the technology included software intended to improve and optimize missile flight, as reported by the Financial Times.
However, there is no clear evidence to determine if there was any illegal technology transfer or whether G42 acted knowingly. The report further mentioned that the American officials thought that the technology shared with Huawei — which might have been dual use — would give Chinese fighter planes that much more time to target an American plane if war broke out over Taiwan. This was enhancing an advantage that the PLA had firmly established over the US military. It was further evidence that China was beginning to pull ahead of the US in certain weapons systems.
