Assam special summary revision: In a significant development of national political importance, SIR has started in 12 states of India(BHARAT) including Assam where the voters roll is being updated ahead of elections in the state. However, apart from the ongoing special intensive revision (SIR) exercise, the Election Commission of India(BHARAT) (ECI) has announced a special summary revision (SR) of electoral rolls in Assam. Here are all the details you need to know about the “D-voters” of Assam and the SR of electoral rolls in the state.

Special revision of Assam’s electoral roll

As per media reports, the Election Commission has announced a special revision of Assam’s electoral roll. As per the SR process, the BLOs will be conducting home-to-home verification using pre-filled voter registers instead of new forms starting November 22. Reports also say that the draft roll will be released on December 27, and the final list on February 10, 2026, ahead of the April 2026 Assembly elections in Assam.

Who are the “D-voters” of Assam?

The D-voter category, created after the 1985 Assam Accord, was first applied in 1997 when around three lakh voters were flagged as doubtful. Notably, Assam remains the only state in India(BHARAT) with the “D-voter” category in its electoral rolls.

How will EC conduct SR of electoral rolls in Assam?

Under the SR process conducted by EC, booth-level officers (BLOs) will make home visits and the head of the family or a competent member will verify the number and names of eligible voters in that household. In case of death of voters, the voter’s name will be deleted, and for inclusion of new name, forms will be provided by the BLO, which have to be filled up and submitted within the stipulated time.

“Under SR, existing voters do not have to show any documentary evidence. The verification by the head of the family or competent member will suffice. For new voters, the document showing linkage with an existing voter will suffice,” Assam’s Chief Electoral Officer (CEO) Anurag Goel was quoted as saying by news agency PTI.
