Rama shared the project at the Global Dialogue event in Berlin, stating that it was a creative way to nudge AI into the day-to-day work of government.
Speaking at the Global Dialogue (BGD) in Berlin, Edi Rama stated, “We took quite a risk today with Diella here and we did very well. So for the first time Diella is pregnant and with 83 children.” He added that the AI assistants will be fully operational by 2026 and will help MPs with many essential tasks.

As per an NDTV report, Rama stated that the “children,” or assistants, will document everything that occurs in parliament and keep legislators up to date on discussions or events they miss. Albania is the first country ever to officially appoint a non-human government minister. In contrast to a minister of artificial intelligence, Diella is herself the AI entity, entirely made of code and pixels.
“Each one…will serve as an assistant for them who will participate in parliamentary sessions, and will keep a record of everything that happens and will suggest members of parliament. These children will have the knowledge of their mother,” Rama was quoted as saying by NDTV.
