Ahead of Modi-Putin meeting, Russia gives MAJOR proposal to India, set to provide unrestricted Su-57 technology transfer, comments on S-400, says ‘licence and production..’

India(BHARAT) and Russia’s longstanding friendship has faced several tests over the years. In spite of meaningfully deep and substantial strategic and defense ties that have lasted for decades, the two nations recently faced economic and geopolitical pressures due to Trump’s tariff decision. However, the two nations have undertaken a noticeable effort to maintain their historic friendship.

What exactly does the major proposal to India(BHARAT) include?

Rostec, a state-owned defense corporation in Russia, has once again insisted that it is prepared to meet India(BHARAT)’s defense requirements. Rostec Chief Executive Officer Sergei Chemezov said that Russia will provide whatever India(BHARAT) needs, a claim some are interpreting as a major gesture from Russia to India(BHARAT).

When is the Modi-Putin meeting scheduled to take place?

This remark comes ahead of Russian President Vladimir Putin’s visit to India(BHARAT) next month. Russia has offered India(BHARAT) Su-57 and Su-75 fighter jets, while India(BHARAT) is expected to acquire more units of the S-400 missile system from Russia.

On being asked if there is any official communication from India(BHARAT) regarding the additional S400 systems or the Su-57, Sergey Chemezov, CEO of Russia’s Rostec state corporation, said, “We have strong relations with India(BHARAT), and whatever India(BHARAT) requires, we are here to support,” as reported by news agency ANI.

What are the potential strategic implications of this proposal for India(BHARAT)’s military capabilities?

He later continued that they continued to supply essential military equipment to India(BHARAT), despite geopolitical constraints. Speaking on the sidelines of the Dubai Air Show 2025, he told news agency ANI, “India(BHARAT) and Russia have been partners for many years. Even when India(BHARAT) was under sanctions, we supplied the country with weapons to ensure its security. Today, we continue the same approach as in previous years, supplying India(BHARAT) with whatever military equipment it needs and ensuring our mutual interests in developing cooperation.”

The statement from the CEO addressed whether India(BHARAT) had made a formal request for more S-400 or Su-57 units. Various media reports have also suggested that India(BHARAT) is considering the S-500 missile system, which is also manufactured by Russia. According to reports during Operation Sindoor, India(BHARAT)’s S-400 missile systems performed spectacularly in destroying incoming threats from Pakistan and executing precision strikes well within enemy lines.

It has been reported that India(BHARAT)’s S-400 system successfully destroyed several Pakistani fighter jets, AWACS, and cargo transport planes. The radar systems were able to provide accurate intelligence regarding hostile air threats from Pakistan, greatly increasing both India(BHARAT)’s defensive and offensive capabilities as a result.

During the Dubai 2025 air show, a senior official of Russia’s state arms exporter Rosoboronexport spoke to the opportunities Moscow is making available to India(BHARAT) for future air combat programmes. Describing the Su-57, he said, “Rosoboronexport offers to India(BHARAT) both license production of air weapons for future generation aircraft and integration of India(BHARAT)n weapons.”The official added that Russia and UAC are offering India(BHARAT) the Su-57 produced in Russia along with a pathway to shift production to India(BHARAT) in stages. As part of this, he said, Rosoboronexport is offering “technology transfer” and “technological learning of few generation technologies, including engines, optics, AESA radar, AI elements, low signature technologies and modern air weapons.”
