This comes amid reports that Pakistan’s Federal Investigation Agency prevented 66,154 passengers in 2025 from flying abroad in an effort to stop organized begging networks from traveling overseas.

However, it should be noted that this information was published by a Pakistani parliamentary panel in the National Assembly months after Islamabad placed hundreds of its citizens on the Exit Control List or No-Fly lists. Last year, Saudi Arabia requested that Pakistan put an end to the abuse of Umrah visas for the purposes of reaching Mecca and Medina and begging.

The abuse of foreign visa programs is a trend that has continued to worry both Pakistan and its normal visa applicants.
