Schoolchildren in Delhi-NCR are waiting for updates on winter vacation. But the situation here is different. Pollution is once again at its peak in Delhi-NCR. After the AQI crossed 400, Phase III of the Graded Response Action Plan (GRAP) has been implemented again on the instructions of the Commission for Air Quality Management (CAQM). This means that several strict restrictions will come into effect immediately in the capital and surrounding areas.

These restrictions will have a direct impact on normal life. They include a halt to construction work and restrictions on vehicular movement. Given the rising levels of pollution, the biggest question is: will schools be closed to protect students from toxic air and will offices be forced to return to work from home? This phase prevents air quality from deteriorating further. Several strict measures are taken during this phase. Given the serious pollution situation, the Delhi government may soon take a major decision regarding schools.

Will Delhi schools be closed?

When GRAP restrictions were implemented in November, it was decided to provide online or hybrid education for children in lower grades (up to grade 5). It is believed that similar instructions may be issued again. This will protect young children from exposure to toxic outdoor air. Government and private offices are also advised to limit staff strength to 50% and implement work from home.

When does GRAP-3 come into effect?

GRAP, or Graded Response Action Plan, is implemented based on the severity of pollution. GRAP-3 is implemented when the AQI (Air Quality Index) reaches between 401 and 450, considered “severe.” At this level, air quality becomes extremely hazardous to health, severely impacting the health of children and the elderly. Therefore, schools for younger children are shifted to online mode, and outdoor activities are also suspended.

Following the implementation of GRAP-3, several guidelines are issued for offices. The CAQM advises government and private offices to limit their employee strength and allow 50 percent of employees to work from home (WFH). This reduces the number of vehicles on the roads. The Delhi government makes the final decision on this matter. It is believed that stricter guidelines may be issued for office workers after the implementation of GRAP-3.

Winter vacation may start soon

The effects of cold are beginning to be felt in Delhi. Along with the drop in temperature, a blanket of fog also enveloped Delhi-NCR today. Winter vacations may soon be announced for Delhi schools. Following the implementation of GRAP 3, it is believed that winter vacations may be announced early or in two phases. This means that after the first week of school closures, the weather will be monitored. If the weather doesn’t improve, the holidays may be extended immediately, or else schools may be reopened for a few days and then Phase 2 of the winter vacation may be announced.
